Montenegro will require visas from citizens of Russia, Belarus, China, Saudi Arabia, and Türkiye effective November 1, 2026, ending prior visa-free travel for nationals of these countries.
Visa Policy and Entry Exemptions
Travelers from the five countries must obtain Montenegrin visas unless holding valid Schengen visas or qualifying visas and residence permits issued by the United States, United Kingdom, or Ireland. Holders of these documents may enter Montenegro for up to 30 days without a separate Montenegrin visa, limited by the validity of the foreign permit.
Official Confirmation and Notification
The Montenegro Ministry of Foreign Affairs confirmed the visa policy change. On October 21, 2026, Russian Ambassador to Montenegro
Alexander Lukashik announced that Montenegro formally notified Moscow about terminating the bilateral visa-free travel agreement with Russia.
Visa Application Processing and Cooperation with VFS Global
Montenegro expanded cooperation with VFS Global to facilitate visa applications via authorized centers in participating countries. Russian citizens may apply through VFS Global centers in Russia or at Montenegro’s embassy in Moscow. Citizens of Belarus, China, Saudi Arabia, and Türkiye are advised to consult Montenegrin diplomatic missions and official sources to determine application submission points.
Alignment with EU Accession and Impact on Tourism
The visa changes align Montenegro’s entry rules with European Union requirements under Chapter 24 of its EU accession negotiations, addressing justice, freedom, and security. The government implemented the
regulation on July 23, 2026, targeting EU standards to access approximately €4 million in EU funding under the Growth Plan for the Western Balkans.
This policy affects popular Adriatic tourist locations such as Budva, Kotor, Tivat, and Herceg Novi, as well as Montenegro’s northern mountain regions. The country remains outside the EU and Schengen Area, and its visa does not grant access to Schengen countries.
Traveler Advisory Across Affected Markets
Visa-free travel conditions remain valid until October 31, 2026. Travelers intending to visit Montenegro from the affected countries after November 1, 2026, should factor in additional processing time for visa applications. Verifying specific entry requirements
before travel is necessary, especially when relying on third-country visas or residence permits for exemption.
