Delta’s rebooking window extends through July 21. American Airlines experienced delays on 42% of its flights on July 17, more than double its 2026 average of 20%. Its waiver deadline for no-cost changes expired on July 18, though unused ticket values remain valid for future travel
within one year.
The Federal Aviation Administration implemented a ground delay program at Philadelphia International Airport, which recorded 365 flight delays and 12 cancellations on July 16, and over 200 delays on July 17. Delays were particularly concentrated at Great Lakes hub airports including Philadelphia, Chicago O’Hare, and Detroit Metropolitan Airport.

The National Weather Service forecast a third wave of wildfire smoke to return to the Great Lakes region on July 19, continuing unhealthy air quality conditions in Chicago, Detroit, and parts of the Northeast.
Political and Trade Disputes Amid Wildfire Crisis
On July 17, U.S. President Donald Trump threatened to
add the “incalculable” cost of smoke pollution to existing tariffs on Canadian goods, accusing Canada of “Willful Negligence” in forest management. Trump’s statement followed legal limitations established by the U.S. Supreme Court, which restrict presidential authority to impose tariffs, and the scheduled expiration of current global tariff authority on July 24.
Canada denied responsibility for the wildfires, highlighting investments of $12 billion since 2020 in forest sustainability and fire prevention, according to Emergency Management Minister Eleanor Olszewski. Prime Minister Mark Carney emphasized that climate change responsibility lies with all countries, including the United States.
Ontario Premier Doug Ford criticized U.S.
political leaders for blaming Canada and challenged the U.S. to lift softwood lumber tariffs exceeding 45%, including an additional 10% imposed in October 2025, if the administration expects Canadian wood shipments to support forest management efforts south of the border.
Climate Factors Behind Wildfire Severity
Climate scientists attribute the scale and intensity of the Canadian wildfires to a record-breaking heat wave across North America. On July 13, 2026, temperatures in Ontario were 25.2 degrees Fahrenheit above the average for that date. Shel Winkley, Chief Meteorologist at Climate Central, stated such temperatures would be “virtually impossible” without the influence of climate change.
