Avanti West Coast to Revert to Public Ownership in March 2027

Avanti West Coast Rail to Be Nationalised in March 2027

The UK Government confirmed Avanti West Coast rail services will return to public ownership on 7 March 2027 when its current contract expires. Transport Secretary Heidi Alexander announced the decision and said the government will also examine public ownership options for new trains ordered for the network.

Avanti West Coast Service Challenges and Leasing Costs

Avanti West Coast, operated by First Trenitalia—a joint venture between FirstGroup and Trenitalia—has been among the worst-performing UK rail companies regarding delays and cancellations. Its service operates on the West Coast Main Line, linking London with Manchester, Liverpool, north-west England, Wales, Glasgow, and Edinburgh. Train operators lease rolling stock from private companies known

as Roscos, costing rail franchises over £4 billion annually in 2024 for leasing and maintenance. This leasing represents around a third of day-to-day operating costs and includes financing, transaction costs, and investment returns ultimately borne by taxpayers and passengers.

Government and Union Support for Nationalisation

Heidi Alexander said renationalising Avanti would begin at the earliest opportunity after its contract ends and emphasized exploring public ownership of new trains as Great British Railways is established. She stated, “Every Rosco contract includes financing and transaction costs and investment returns, costs which are ultimately borne by taxpayers and passengers.” Unions RMT and Aslef welcomed the announcement. Eddie Dempsey called Roscos a “rolling stock racket,” advocating for ending exploitative leasing. Aslef General Secretary Dave Calfe highlighted that billions of pounds lost to profits and dividends should be reinvested in the railway and help reduce fares. Labour government official Andy Burnham criticized Avanti’s service failures as a repeated burden on passengers, saying the government would now prioritize passengers over shareholders.

Rail Franchise Nationalisation Timetable

Avanti West Coast’s renationalisation on 7 March 2027 fits the Labour government’s broader strategy of bringing passenger rail services back into public ownership as contracts expire. Chiltern Railways already entered public ownership earlier in 2026. Great Western Railway

is scheduled for nationalisation in December 2026, East Midlands Railway between winter 2026 and mid-2027, and CrossCountry is set for autumn 2027.

Avanti West Coast runs critical intercity services along the West Coast Main Line. Its routes connect London to major cities including Birmingham, Manchester, Liverpool, Glasgow, and Edinburgh, also serving parts of north-west England and Wales. This corridor is vital for north-south travel across the UK.

Perspectives on Renationalisation Benefits and Future Considerations

Unions and Labour officials argue nationalisation will reduce costs and improve service reliability by ending the current leasing arrangements viewed as financially wasteful. Heidi Alexander noted the government will consider train public ownership

on a case-by-case basis under Great British Railways. Andy Mellors, Avanti West Coast Managing Director, highlighted investments made under current management, including refurbishing the Pendolino fleet and introducing new Evero trains, asserting these improvements have expanded capacity and connectivity. The government has not disclosed detailed operational or ticketing changes post-nationalisation.
