Avanti West Coast rail services will be renationalised from 7 March 2027 after its current contract expires, the UK government confirmed. The government also announced plans to explore public ownership of new trains ordered for the West Coast Main Line route.
Service Performance and Operational Context
Avanti West Coast, operated by the First Trenitalia joint venture between FirstGroup and Trenitalia for the past seven years, holds one of the poorest records among UK rail companies for punctuality, delays, and cancellations. The route, connecting London to major cities including Manchester, Liverpool, Glasgow, and Edinburgh, has also been impacted by infrastructure deficiencies attributed to long-term underinvestment, according
to industry analysis and union statements.
Leasing Costs and Government Rationale
Train operating companies in the UK currently lease rolling stock from private rolling-stock companies (Roscos), costing over £4 billion annually in 2024 alone. These leases include financing, transaction costs, and investment returns that ultimately affect taxpayers and passengers. Transport Secretary Heidi Alexander stated that privatisation initially lowered upfront costs but introduced substantial long-term expenses. She indicated that as Great British Railways is established, the government will evaluate if direct public ownership of new train orders is financially and operationally beneficial.
Stakeholder Reactions and Official Statements
Transport Secretary Heidi Alexander formally disclosed the nationalisation decision at the Labour conference, emphasizing
that public ownership could extend to trains if it best serves taxpayers and passengers. Greater Manchester Mayor Andy Burnham criticised Avanti West Coast’s service record, saying it had “failed passengers time and time again” and supported the transition to public ownership. RMT General Secretary Eddie Dempsey condemned the role of Roscos in diverting funds offshore, calling for an end to the lease model. Aslef General Secretary Dave Calfe welcomed nationalisation as a means to reinvest billions of pounds currently lost in profits and dividends back into railway improvements and fare reductions. Avanti West Coast’s Managing Director Andy Mellors highlighted accomplishments
such as refurbishing its Pendolino fleet and introducing new Evero trains, pledging collaboration with the government during the transition.
Rail Network and Nationalisation Timeline
The Avanti West Coast service operates on the West Coast Main Line, linking London with northern cities including Manchester, Liverpool, Glasgow, Edinburgh, as well as serving parts of north-west England and Wales. The UK government aims to complete the nationalisation of all franchised train operators by the end of 2027. Chiltern Railways recently entered public ownership, with Great Western Railway scheduled for December 2026 nationalisation. East Midlands Railway is planned for transfer between winter 2026 and mid-2027, followed by CrossCountry in
autumn 2027.
