Australia’s October 2026 Student Visa Changes Require Offshore Applications

The Australian Labor government enacted new student visa regulations in October 2026, aiming to reduce net overseas migration by mandating that most temporary visa holders apply for new visas from outside Australia.

Offshore Visa Applications and Course Completion Dates

Under the revised rules, international students whose current visas expire before their course completion must leave Australia to apply for a new student visa offshore. Fatima Bonna, a master’s student at the Ikon Institute in Adelaide, faces visa expiry in September 2027—four months before her course ends—requiring her to interrupt her studies for offshore processing.

Restrictions on Adding Partners and Dependents

The changes also prevent most student visa holders from adding partners or dependent

children after visa issuance. Exceptions apply only to PhD students and applicants from Pacific and ASEAN countries. Wina Satria, a PhD candidate at the University of Sydney who arrived with her two-year-old son in 2025, had planned to add her husband to her visa but is now facing difficulties as the new restrictions prevent post-grant familial additions.

Student Experiences and Official Responses

Students are reporting uncertainty and anxiety due to these sudden changes. Bonna said, “If I had any idea of it, I wouldn’t have changed,” referring to her degree and institution switch. She added, “I don’t want to be humiliated… I’m happy to go

back to my country after getting the experience.” Julian Hill, assistant minister for international education, stated the government is “not in the business of separating families already onshore in Australia” and assured that “sympathetic consideration would be given to visitor visas where required to keep families together while a student completes their stay.” A Department of Home Affairs spokesperson said the reforms strengthen visa program integrity, uphold the temporary nature of visas, and continue welcoming genuine students.

Visa Processing Times and Institutional Impact

Current processing times for student visa subclass 500 applications are approximately 50% within 16 days and 90% within four months. Migration agent Gurpreet

Dhawan highlighted risks in the new offshore application requirement, cautioning that students might face indefinite waits outside Australia. Universities in Melbourne, Sydney, and Adelaide report challenges filling international student places due to the visa uncertainties, political debates, and increased refusal rates. Opposition immigration policies from the Coalition and One Nation have intensified uncertainties ahead of the 2028 election.

Post-Study Work Visa Uncertainty

Temporary graduate visas, which allow recent graduates to remain in Australia, are also under threat. Daniel Martin, a Colombian master’s graduate who finished his course in July 2026, currently holds such a visa valid for at least two more years. He expressed

concerns over instability in visa policies, describing the situation as “quite tricky right now… extremely difficult to navigate.” The Coalition has proposed abolishing temporary graduate visas, adding to the uncertainty faced by international graduates planning to work or pursue further studies in Australia.
