
Construction commenced on October 5, 2026, for a new cruise terminal at Naha Port in Okinawa, Japan. The project is a collaboration among Naha Port Authority, Cruise Port Naha G.K., MSC Cruises, and Royal Caribbean Group. The terminal development and operations will be managed by Cruise Port Naha G.K., a joint venture between CTL Maritime and RCL Cruises Ltd., representing MSC Cruises and Royal Caribbean Group respectively. The targeted completion date and start of operations are scheduled for March 2028.
Terminal Features and Passenger Experience Improvements
The new terminal will offer modern, purpose-built facilities that aim to enhance the guest experience and improve operational efficiency. It
will support handling of the most advanced cruise ships, facilitating increased passenger capacity. This infrastructure upgrade is expected to support growth in cruise tourism in Okinawa by streamlining embarkation and disembarkation processes and improving cruise ship accommodation.
Strategic Importance of Naha Port
Naha Port has been designated as an International Cruise Ship Hub Formation Port by Japan’s Ministry of Land, Infrastructure, Transport and Tourism since 2019. It is one of Japan’s most strategically located ports, offering year-round accessibility for cruise itineraries across Asia and East Asia. The development of this terminal aligns with long-term public-private initiatives to foster tourism and regional connectivity in the Okinawa
region.

future.” He added that the project is part of MSC’s strategy to expand in the region and to provide new opportunities for guests to cruise Asia year-round. The groundbreaking ceremony also included Okinawa Governor Genta Koja and representatives from Japan’s Cabinet Office.

The terminal construction supports rising demand for cruise vacations in Asia and the need for upgraded port infrastructure to serve advanced cruise vessels. Royal Caribbean Group operates 71 ships worldwide, while MSC Cruises operates 23 ships, making them significant players in the global cruise industry. The project is expected to strengthen Okinawa’s regional connectivity and contribute to the
long-term expansion of cruise tourism in East Asia.
