The flight was preparing for departure when the child was observed standing in their seat and would not secure the seat belt despite several attempts. Porter Airlines stated that both the accompanying parent and crew tried unsuccessfully to have the child wear the seat belt. Due to this safety violation, the aircraft was unable to take off. The crew returned the plane to the terminal, removed the child and accompanying parent at approximately
11:30 p.m., and cancelled the flight because the flight could not depart before the runway closed after midnight.

Passengers were required to disembark and subsequently rebooked on a flight scheduled for the following day. Brad Cicero, a spokesperson for Porter Airlines, apologized for the disruption caused to the remaining passengers, who ultimately departed on the next available flight.

Kozuch said, “This was a child that was in a tube with 150 people … They’re obviously terrified, and their response was to try and hide under the seat in front of them.” Kozuch also noted, “They just kept hiding under their seat. If they got forced into [being] strapped in,
they just kind of slid out underneath.” These actions contributed to the inability to maintain safe conditions for takeoff.
