New Zealand implemented stricter student visa regulations on October 27, 2026, tightening controls to protect the international student visa system’s integrity. These new rules include limits on research master’s students’ work hours, enhanced English-language assessments, expanded visa suspension powers, and longer post-study visa duration. All changes took effect immediately following the announcement by Immigration New Zealand (INZ).
Reduced Work Rights for Research Master’s Students
Under the updated rules, international students applying from late 2026 for research-based master’s programmes in New Zealand will face a maximum work limit of 25 hours per week during their studies. This replaces the previous allowance of unlimited work hours for these students,
aligning their work rights with other master’s degree students. Full-time work remains permitted during designated holiday periods. Doctoral students retain their unrestricted work rights. INZ stated these limits emphasize that the primary purpose of a student visa is study, not employment.
Enhanced English Language Requirements
Immigration New Zealand revised its instructions to make English proficiency a prominent factor in student visa assessments. Visa officers may now require English-language evidence such as IELTS or TOEFL test results to determine applicants’ likelihood to comply with visa conditions and succeed academically. No universal mandatory English test or minimum score threshold was introduced. The updated policy targets applicants
whose English skills could raise concerns about academic and visa condition compliance.
Expanded Visa Suspension Powers Linked to Education Provider Investigations
INZ now holds broader authority to suspend processing of student visa applications when the education provider to which the student has applied is under investigation for regulatory non-compliance. The suspension can occur at any stage of the inquiry, potentially causing delays in visa approvals for students linked to providers facing scrutiny. Details on suspension duration or criteria remain unspecified.
Extended Post-Study Visa Validity
To support students completing their studies, New Zealand has increased the post-study visa validity from one month to two months for eligible visa holders. This extension allows international students
additional time to prepare residence or further study applications or to make departure arrangements. Visas that expire on March 31, tied to specific study types, remain unchanged.
These adjustments affect new visa applicants from October 27, 2026, and provide international students with clearer rules on work limits, English language assessment, and post-study stay duration while enabling INZ more regulatory control over student visa processing.
