Indonesian Government to Acquire Majority Stake in Whoosh Rail Operator

Indonesia Government Acquires 60% Stake in Whoosh Rail Operator

Indonesia’s Ministry of Finance is set to purchase a 60% ownership share in PT Kereta Cepat Indonesia-China (KCIC), which operates the Whoosh high-speed passenger train on the 142 km Jakarta–Bandung corridor. KCIC is a joint venture currently split 60:40 between Indonesian state-owned enterprises consortium and the Beijing Yawan HSR consortium of Chinese firms. The line, built to Chinese standards for 350 km/h operation on standard gauge track of 1435 mm, began operation in 2023 under a 50-year design-build-operate concession.

Finance Minister Purbaya Yudhi Sadewa announced that the Ministry will acquire the Indonesian stake and subsequently transfer it to Danantara, the

government’s state investment agency, by mid-September 2026. Following this acquisition, Whoosh operations will be managed by a special purpose vehicle under the Ministry of Finance, designed to exclude its operating costs and debt service from the state budget. Revenues and dividend income from this vehicle will cover KCIC’s running costs and debt repayments.

Joint Venture Structure and Technical Specifications

KCIC remains jointly owned by Indonesian and Chinese partners, with the Beijing Yawan HSR consortium retaining its 40% share. The Jakarta–Bandung high-speed line complies with Chinese technical standards and was constructed to accommodate train speeds up to 350 km/h. This standard gauge route represents Indonesia’s and Southeast

Asia’s first high-speed rail operation.

Government Strategy and Expansion Plans

The government intends the ownership restructuring to enhance control and investment in the nation’s rail infrastructure without impacting the state budget. It also aims to preserve ongoing collaboration with Chinese partners, including planned extensions of the high-speed network to Surabaya and potentially Banyuwangi in eastern Java. The Ministry of Transport has stated that the financial restructuring will provide a benchmark for decisions about further expansions.

KCIC Operations and Ridership Trends

KCIC has focused on improving operational efficiency and increasing ridership by enhancing service quality, introducing customer-friendly innovations, and strengthening intermodal connectivity. It is also exploring non-core revenue sources to support

financial sustainability. Since its launch in 2023, the Whoosh service has carried 16.9 million passengers by the end of July 2026, a figure indicative of growing public confidence in the region’s first high-speed train service.
