Joint venture and timeline
Cruise Port Naha G.K., a joint venture formed by CTL Maritime and RCL Cruises Ltd. representing MSC Cruises and Royal Caribbean Group interests, signed a Cruise Hub Formation Agreement with Naha Port Authority in August 2026. The agreement tasks Cruise Port Naha G.K. with developing and operating the terminal, targeting completion and operational launch in March 2028.

The terminal is designed with modern, purpose-built facilities
aimed at enhancing guest experience and improving operational efficiency. This infrastructure will facilitate long-term growth in cruise tourism for Okinawa and better support rising demand for cruise vacations in the Asia region.
Strategic designation and ceremony
Naha Port received designation from Japan’s Ministry of Land, Infrastructure, Transport and Tourism as an International Cruise Ship Hub Formation Port in 2019. The groundbreaking ceremony marked the formal start of construction and included a traditional Japanese ritual. Participants included Okinawa Governor Genta Koja, representatives from Japan’s Cabinet Office, and stakeholders from Naha Port Authority, Cruise Port Naha G.K., MSC Cruises, and Royal Caribbean Group.

The new terminal at Naha Port will enhance the port’s ability to accommodate some of the most advanced cruise ships and support increased passenger
capacity.
