New Cruise Terminal Construction Starts at Naha Port, Okinawa

Construction on a new cruise terminal at Naha Port in Okinawa, Japan, officially commenced on October 5, 2026, marked by a traditional Japanese groundbreaking ceremony. The project is a collaboration between the Naha Port Authority, Cruise Port Naha G.K., MSC Cruises, and Royal Caribbean Group.

Under the Cruise Hub Formation Agreement signed in August 2026, Cruise Port Naha G.K.—a joint venture between CTL Maritime and RCL Cruises Ltd., representing MSC Cruises and Royal Caribbean Group, respectively—will develop and operate the terminal. Completion and the start of operations are anticipated by March 2028.

The new terminal will offer advanced, purpose-built facilities

aimed at improving operational efficiency and enhancing the guest experience. It is designed to accommodate modern cruise ships and support an increase in passenger capacity in response to demand for cruise vacations in Asia.

Naha Port holds strategic significance due to its year-round accessibility and its role as a gateway for cruise itineraries across East Asia. The terminal’s development is intended to strengthen the port’s infrastructure and ability to handle some of the most advanced cruise vessels in the region.

This project forms part of our long-term vision to expand our presence in the region and create

new opportunities for guests of MSC Cruises and Explora Journeys to enjoy Asia year-round.”

The project follows the designation of Naha Port in 2019 by Japan’s Ministry of Land, Infrastructure, Transport and Tourism as an International Cruise Ship Hub Formation Port. This initiative represents a public-private partnership to advance tourism in Okinawa and promote cruise industry growth in Japan and East Asia.
