Cruise Port Naha G.K., a joint venture between CTL Maritime and RCL Cruises Ltd., represents MSC Cruises and Royal Caribbean Group respectively. The development and operation of the new terminal will be handled by Cruise Port Naha G.K., consolidating efforts to enhance cruise infrastructure at Naha Port.

Formation Agreement between Naha Port Authority and Cruise Port Naha G.K. was concluded in August 2026. The groundbreaking ceremony took place on October 5, 2026, and the terminal’s construction is targeted for completion and operational launch in March 2028.

The new terminal will provide modern, purpose-built facilities designed to improve operational efficiency and enhance the guest experience. It aims to accommodate some of the most advanced cruise ships worldwide and address the increasing cruise passenger capacity and demand in the region.

region and create new opportunities for guests of MSC Cruises and Explora Journeys to enjoy Asia year-round.”

Background and Strategic Importance

Naha Port was designated as an International Cruise Ship Hub Formation Port by Japan’s Ministry of Land, Infrastructure, Transport and Tourism in 2019. The new terminal project illustrates a public-private partnership aimed at supporting sustainable tourism development and strengthening regional connectivity in Okinawa and East Asia.

Cruise Market Context and Participants

MSC Cruises, headquartered in Geneva, Switzerland, operates 23 modern ships and is the world’s third largest cruise line. Royal Caribbean Group operates 71 ships with sailings to more than 1,000 destinations worldwide, including its three wholly owned

brands: Royal Caribbean, Celebrity Cruises, and Silversea, plus a 50% joint venture interest in TUI Cruises. Both companies regard Okinawa as critical for the future growth of cruise tourism in Asia.

The groundbreaking ceremony on October 5, 2026, included a traditional Japanese ritual attended by Okinawa Governor Genta Koja and representatives from the Cabinet Office of Japan, along with officials from the Naha Port Authority and executives from Cruise Port Naha G.K., MSC Cruises, and Royal Caribbean Group.
