Avanti West Coast rail services will return to public ownership on March 7, 2027, ending the operation by the First Trenitalia West Coast Rail joint venture. This partnership, with FirstGroup holding 70% and Trenitalia UK 30%, started the contract in December 2019 as the last of the pre-pandemic rail franchises. Following two short-term contracts during the Covid-19 pandemic and performance challenges, the formal National Rail Contract began in October 2023, with the core term expiring on October 18, 2026.
Performance Issues and Infrastructure Challenges
The decision to nationalise comes after persistent poor performance on the West Coast Main Line. Avanti West Coast services have been
marked by frequent cancellations, delays, and overcrowding. Industry and transport officials cite long-term underinvestment in infrastructure along the London to Scotland route as a leading cause of disruptions, compounding operational difficulties. In March 2024, Transport for the North’s Board formally called for termination of Avanti’s contract due to inadequate service, though it was permitted to continue.
Union Demands on Outsourced Staff
The Rail, Maritime and Transport (RMT) union has called for direct employment of thousands of outsourced workers involved in cleaning, gate line duties, security, and infrastructure maintenance. Under private contractors, these staff currently receive lower wages, pensions, and conditions compared to directly employed railway
employees. Outsourced security is provided by Amulet, owned by Churchill; station cleaning by Carlisle Support Services, under Lord Ashcroft; and train cleaning by private equity firm OCS, which is acquiring Mitie. The RMT criticizes these outsourcing firms for generating over £400 million annually by suppressing staff pay and conditions.
Statements from Industry and Union Leaders
Avanti West Coast Managing Director Andy Mellors referenced fleet refurbishment efforts, including the Pendolino and the introduction of Evero trains, along with increased services and innovations shaping the rail industry. Mellors affirmed cooperation with the government to facilitate a smooth transition to public ownership. The RMT General Secretary Eddie Dempsey highlighted
widespread dissatisfaction among outsourced workers regarding pay and job security, advocating their insourcing as part of the Great British Railways reforms. TSSA General Secretary Maryam Eslamdoust emphasized the need for nationalisation to deliver better reliability, investment, safety, and proper job protections.
Rail Industry Transition and Future Plans
The Avanti West Coast nationalisation is a component of the UK government’s broader Great British Railways programme aimed at reintegrating track and train operations under public control. After Avanti’s transfer, only East Midlands Railway and CrossCountry remain as privately operated franchises, with CrossCountry slated for nationalisation on October 17, 2027. The date for East Midlands Railway renationalisation has not
been announced.
Impact on Passengers and Service Improvements
Passengers using the London to Scotland West Coast Main Line will see operational management change in March 2027. Current users face substantial disruption from service cancellations and delays. The government plans targeted infrastructure upgrades alongside nationalisation to reduce delays and enhance passenger experience, aiming to address long-standing performance issues on one of the UK’s busiest rail corridors.
