Construction Starts on New Naha Port Cruise Terminal by MSC and Royal Caribbean

New Cruise Terminal Underway at Okinawa's Naha Port

Construction began in early October 2026 on a new cruise terminal at Naha Port in Okinawa, Japan. The development is a joint effort among Naha Port Authority, Cruise Port Naha G.K., MSC Cruises, and Royal Caribbean Group to enhance cruise infrastructure in the region.

The Cruise Hub Formation Agreement signed in August 2026 designates Cruise Port Naha G.K. as the developer and operator of the terminal. Cruise Port Naha G.K. is a joint venture formed by CTL Maritime and RCL Cruises Ltd., representing MSC Cruises and Royal Caribbean Group respectively. The project is scheduled for completion with operations expected to

start by March 2028.

Naha Port’s strategic location offers year-round maritime access serving as a key gateway for cruise routes across East Asia. The terminal’s modern, purpose-built facilities will accommodate advanced cruise ships and increase passenger capacity to meet growing demand for cruising in Asia. Enhanced operational efficiency and improved guest experience are central to the terminal’s design.

This project forms part of our long-term vision to expand our presence in the region and create new opportunities for guests of MSC Cruises and Explora Journeys to enjoy Asia year-round.”

Background and Collaboration Details

The project follows Naha Port’s designation in 2019 by Japan’s Ministry

of Land, Infrastructure, Transport and Tourism as an International Cruise Ship Hub Formation Port. The initiative exemplifies a public-private partnership aimed at fostering long-term tourism development in Okinawa and enhancing East Asia’s cruise market infrastructure.

The groundbreaking ceremony featured a traditional Japanese ritual and was attended by Okinawa Governor Genta Koja, representatives from Japan’s Cabinet Office, and executives from the involved organizations. The terminal’s operations under Cruise Port Naha G.K. will address increasing cruise passenger volumes and elevate the port’s role in regional cruise itineraries.
