The Tourism Authority of Thailand (TAT) convened an integrated meeting from July 13 to 16, 2026, to finalize its 2027 tourism action plan aimed at generating between THB 2.8 trillion and THB 2.9 trillion in revenue. This target is set to at least match the estimated 2026 revenue range of THB 2.68 trillion to THB 2.78 trillion. The plan also aims to attract more than 33 million foreign tourists to Thailand in 2027.

Four-Pronged Approach Focuses on Value Over Volume

The 2027 strategy prioritizes shifting the tourism sector’s emphasis from volume-based growth to high-value creation, emphasizing meaningful travel experiences and sustainability. The Ministry of Tourism and Sports

outlined four key approaches: positioning Thailand as a high-value destination under the ‘High Value Destination’ concept; balancing markets and elevating competitiveness; leveraging data, technology, and innovation to drive the sector; and transforming TAT into a high-performance organization capable of swift adaptation.

Government Promotes International Tourism Cooperation alongside Trade and Investment

Prime Minister Anutin Charnvirakul has reinforced tourism as a central economic engine for Thailand, directing Minister Surasak Phancharoenworakul to participate in official overseas delegations. These delegations seek to strengthen tourism cooperation in tandem with trade and investment efforts globally, under the ‘Team Thailand’ framework. Surasak emphasized the objective of maintaining tourist confidence as a priority in strategic markets.

Key International Partnerships and Cross-Border Efforts

Negotiations

with Sichuan Airlines and Chinese government counterparts are planned to enhance tourist safety and boost confidence among Chinese travelers. Recently, talks with Malaysia addressed cross-border travel facilitation, bilateral trade, and border security to create a conducive environment for tourism. Thailand’s diplomacy with Vietnam frames the two countries as cooperative partners rather than competitors to strengthen regional tourism development.

Private Sector Proposal: ‘Thais Travel Thailand’ Co-payment Programme

The private sector has proposed a government-backed co-payment programme titled ‘Thais Travel Thailand’ to stimulate domestic tourism in 2027. The scheme would provide state subsidies for hotel accommodations and potentially extend to car hire and public transportation costs. The Joint Public and

Private Sector Consultative Committee on Tourism is scheduled to meet on July 15, 2026, to refine this programme jointly with TAT and the Ministry of Tourism and Sports.

According to TAT Governor Thapanee Kiatphaibool, the programme underscores the push for equitable and higher-value tourism, stimulating domestic travel through increased affordability.

The overall 2027 tourism framework targets 33 million foreign arrivals and 203 million domestic trips. It aims to raise the average Thai travel frequency from two to three trips annually. TAT also plans to increase high-spending tourists by at least 10% per year, with the current average expenditure approximately THB

52,000 per trip.

Marketing efforts will focus on diversified traveler purposes including MICE, medical tourism, digital nomads, sports, education, and trade-related travel. TAT intends to develop markets in Eastern Europe, Africa, and South America as new long-haul source regions.

Geopolitical Challenges and Market Adaptation

The ongoing war in the Middle East since February 2026 has negatively impacted Thailand’s tourist arrivals and revenue from Middle Eastern markets, with the United Arab Emirates remaining a primary demand source within the region. Renewed hostilities mid-year have further complicated recovery projections.

TAT’s leadership highlights the necessity for agility and innovation to overcome external challenges and ensure sustainable growth. The

agency designates 2027 as ‘The Year of Transformation’ to implement strategic, operational, and organizational reforms.

Following the integrated action plan meeting, TAT will host a Market Briefing and Tourism Clinic on July 21, 2026, at the Queen Sirikit National Convention Centre in Bangkok. These events aim to present market analyses and foster cooperative networks among tourism operators and TAT regional offices.

The official tourism marketing direction for 2027 will be announced in August 2026, detailing coordinated efforts across public and private sectors.

Minister Surasak Phancharoenworakul stated, “Thailand’s tourism sector faces another highly challenging year in 2027. The target is to

generate total revenue from domestic and international markets at least equal to the 2026 level and attract at least 33 million foreign tourists to Thailand.”
