The visa resolution instituting this policy was officially adopted by the Montenegrin government
on July 23, 2026. Travelers from the affected countries will be able to apply for visas through Montenegro’s diplomatic and consular missions, as well as through authorized VFS Global visa centers. The Montenegro Ministry of Foreign Affairs has pledged to keep the visa application procedure simple and accessible.
Impacts on Travelers and Security Considerations
As a result of the policy change, citizens of Russia, Belarus, China, Saudi Arabia, and Turkey must obtain a visa before entering Montenegro after the November 1, 2026 effective date. The Montenegrin government expects the new visa rules to strengthen national security, promote digitization of public administration, and enhance Montenegro’s competitiveness as
a tourist and investment destination. The government has also asserted it will take measures to minimize adverse effects on travelers caused by the new requirements.
The broader context includes the suspension by the European Union of the simplified visa regime for Russia following the Russian invasion of Ukraine in 2022. Despite this, EU countries issued over 620,000 tourist visas to Russian citizens in 2025, a 10.2% increase compared to the previous year, with France, Italy, and Spain leading in visa issuance.
