Russian citizens holding valid visas or residency permits from the European Union, Schengen Area, United States, Canada, Japan, United Kingdom, Australia, or New Zealand remain exempt from the new visa requirement and can continue to enter Montenegro without applying for a separate visa. Visa-free entry for other nationalities
such as those from the US, UK, Canada, Australia, and all EU and EEA countries remains unchanged with an allowance of up to 90 days within a 180-day period.

This adjustment is part of Montenegro’s ongoing preparations for eventual accession into the European Union. Travelers from the five affected countries must apply for short-stay visas
prior to arrival at Montenegrin embassies or consulates beginning November 1, 2026. Continued Visa-Free Access for Other Nationalities
Visa policies for nationals from countries including the United States, United Kingdom, Canada, Australia, and members of the European Union and European Economic Area remain unchanged. These travelers are permitted visa-free entry for stays up to 90 days within a 180-day timeframe.
