Montenegro will require travelers from five countries to obtain visas beginning November 1, 2026, ending visa-free entry for nationals of Russia, Belarus, China, Türkiye, and Saudi Arabia.
Affected Nationalities and Previous Visa Exemptions
The Government of Montenegro announced on July 27 that the visa exemption allowing nationals of Russia, Belarus, China, Türkiye, and Saudi Arabia to enter without a visa will cease. Previously, some of these travelers could stay visa-free for up to 30 days, a policy that contributed to Montenegro’s popularity among visitors and as a relocation destination.
Exemptions for Russian Citizens with Permits
An exception applies to Russian nationals holding a valid visa or residence permit from the European Union,
Schengen Area, United States, Canada, Japan, United Kingdom, Australia, or New Zealand. These individuals can continue entering Montenegro without obtaining a separate visa.
EU Alignment and Visa Policy Adjustments
The visa policy changes aim to align Montenegro’s regulations with European Union standards as the country prepares for eventual EU membership. The Montenegrin Ministry of Foreign Affairs indicated as early as late 2025 that a new visa regime would take effect by the end of the third quarter of 2026.
Travelers from the five affected nations must apply for a short stay visa in advance at Montenegrin embassies or consulates starting November 1, 2026. The visa-free travel
rules for other nationalities, including those from the United States, United Kingdom, Canada, Australia, and all EU and EEA member states, will remain unchanged, allowing stays up to 90 days within a 180-day period.
The Montenegrin Ministry of Foreign Affairs will publish additional visa application details before the November enforcement date.
