Indian Railways has cancelled 245 trains scheduled to arrive at New Delhi and Hazrat Nizamuddin railway stations between 4 am and 2 pm on October 10, 2026. The affected trains include Rajdhani, Shatabdi, Mail, Express, and Garib Rath services, with cancellations applying to trains originating after 2 pm on October 9 whose scheduled arrivals fall within the disrupted time window.
The cancellations encompass the Sealdah–New Delhi Rajdhani Express (Train No. 12313) departing on October 9 and the Mumbai–Hazrat Nizamuddin Rajdhani Express (Train No. 22221), also cancelled on October 9 for operational reasons. Multiple other trains from Western and Central Railway
divisions were cancelled or rescheduled, including the rescheduling by five hours of Mumbai Central–New Delhi Rajdhani Express (12951) and August Kranti Rajdhani Express (12953). Western Railway cancelled trains such as Bandra Terminus–Hazrat Nizamuddin Express (12247), Dr. Ambedkar Nagar–New Delhi Express (20155), and several Indore–Delhi services. North Western Railway cancelled 13 train services toward Delhi on October 9 and 10, while Jammu railway division cancelled four key trains including a superfast Rajdhani Express to Delhi. Overall, 75 Mail/Express trains including premier services and 170 passenger trains have been cancelled.
Security Measures and Metro Station Closures
In response to the planned protest by the Cockroach Janta Party (CJP),
Delhi Police and the Ministry of Home Affairs deployed approximately 23,000 security personnel in the city from October 8 to 12. Multi-layered barricades and advanced monitoring technologies, including CCTV and Facial Recognition System cameras, are operational around New Delhi and Hazrat Nizamuddin railway stations to ensure law and order during the protest.
The Delhi Metro Rail Corporation closed 45 metro stations from 9 pm on October 9 until 6 pm on October 10 as a security precaution. Interchange facilities remain available at all closed stations except the New Delhi metro station. Closed stations include key hubs such as Janpath, Patel
Chowk, Central Secretariat, Rajiv Chowk, Mandi House, Kashmere Gate, Hauz Khas, and Supreme Court, limiting metro access to the affected areas.
CJP Protest Background and Legal Actions
The cancellations result from a planned protest by the Cockroach Janta Party (CJP) in Delhi on October 10. The protest demands the resignation of Chief Election Commissioner Gyanesh Kumar and calls for the rollback of the Special Intensive Revision of electoral rolls, citing allegations of electoral roll tampering. Authorities anticipate severe road traffic congestion near New Delhi and Hazrat Nizamuddin railway stations due to the protest, triggering preemptive train cancellations and transport restrictions.
Section 163 of the Bharatiya Nagarik
Suraksha Sanhita (BNSS) is in effect, prohibiting gatherings that violate imposed restrictions. Delhi Police have strengthened security with Central Armed Police Forces deployments to prevent law-and-order disturbances during the event.
Passenger Advisory and Travel Impact
Passengers scheduled to travel to or from Delhi on October 9 and 10 have faced significant disruptions. Railway sources confirmed that thousands of passengers missed trains due to protest-related traffic congestion, and IRCTC group bookings were cancelled. Despite station closures and travel irregularities, passengers holding valid verified tickets are allowed station entry.
The Divisional Railway Manager of Sealdah urged travelers to check the latest train running status and cancellation updates
via official Indian Railways channels and to plan journeys accordingly. Refunds and alternative travel arrangements are accessible through official railway or booking platforms for affected passengers.
Specific Railway Division Actions
The Eastern Railway’s Sealdah division cancelled the Sealdah–New Delhi Rajdhani Express (Train No. 12313) departing October 9, citing anticipated heavy traffic in Delhi on October 10. West Central Railway’s Bhopal division cancelled the Mumbai–Hazrat Nizamuddin Rajdhani Express (Train No. 22221) for operational reasons on the same date. Ranchi division issued similar cancellation notices for the Hazrat Nizamuddin Garib Rath train on October 10.
