Carnival Cruise Line has announced the cancellation of all mainland shore excursions in Mexico, impacting thousands of guests on upcoming sailings. Tours affected include visits to the Tulum Mayan ruins, snorkeling trips, and excursions to Xplor Park in the state of Quintana Roo. Excursions that remain available are those confined to Cozumel island, where tours will proceed as planned, and guests booked on cancelled tours will receive refunds.
U.S. State Department Advisories and Security Alerts in Mexico
The cancellation follows ongoing monitoring of U.S. State Department travel advisories related to unrest in certain mainland areas of Mexico. Several Mexican states remain under security alerts, including Jalisco (covering Puerto Vallarta,
Chapala, Guadalajara), Baja California (with Tijuana, Tecate, Ensenada), Nayarit (Nuevo Nayarit/Nuevo Vallarta near Puerto Vallarta), as well as Colima, Guanajuato, Guerrero, Estado de Mexico, Michoacan, Nuevo Leon, Oaxaca, Puebla, Queretaro, San Luis Potosi, Veracruz, and Zacatecas. Although Quintana Roo currently has no specific threats noted, Carnival decided to cancel mainland tours as a safety precaution.
Carnival’s Official Statements on Tour Cancellations and Guest Safety
John Heald, Carnival Cruise Line brand ambassador, confirmed the company’s decision to halt mainland tours in Mexico, emphasizing ongoing surveillance of travel advisories. He said, “We continue to monitor the U.S. State Department’s travel advisory regarding the current situation in certain parts of Mexico’s mainland.
While there are no specific threats in the state of Quintana Roo, we have made the decision to cancel tours going to the mainland.” Heald also urged passengers to take standard personal safety measures ashore: “We’re reminding guests to practice common-sense personal safety measures when they go ashore, as they would when traveling to any destination.” He advised guests to remain vigilant of their surroundings, follow instructions from local authorities, stay within well-traveled tourist areas, and watch for updates during shore visits.
Passenger Reactions and Social Media Discussions
Online responses to the cancellation news are mixed, with some passengers expressing concern regarding cruise stops in Mexican
ports. A Reddit user shared worries about upcoming cruises scheduled for the Yucatán and Cozumel in May, fearing ongoing unrest associated with cartel activity. The user questioned whether to wait for further Carnival updates or to change plans immediately. Other cruisers responded by encouraging continuation of travel, noting that cruise lines typically adjust itineraries to ensure passenger safety. Comparisons were drawn to Royal Caribbean’s cancellation of all sailings to Labadee, Haiti, as an example of itinerary flexibility driven by security concerns.
Cruise Operations Status and Related Industry Actions
Carnival Cruise Line has not announced any ship cancellations despite the mainland tour cancellations. Guests retain access to ship
sailings and excursions on Cozumel island. Meanwhile, the Royal Caribbean ship Odyssey Of The Seas continues to cruise along the U.S. East Coast at 21.8 knots en route to Port Canaveral. Royal Caribbean previously cancelled sailings to Labadee, Haiti due to safety concerns. Both lines are actively managing itineraries to prioritize passenger safety amid regional unrest.
Impact on Passengers and Refund Procedures
The cancellation of mainland excursions affects thousands of Carnival guests scheduled to visit Mexican destinations. Tours to Tulum, Xplor Park, and mainland snorkeling sites are no longer available, but tours that do not require leaving Cozumel island will continue. Carnival Cruise Line is issuing
refunds for all cancelled tours. Passengers are advised to exercise caution when ashore in Mexico, stay in well-trafficked tourist areas, and comply with local official guidance throughout their visit.
