Australia’s Labor government implemented sudden student visa changes that took effect on October 1, 2026, aiming to reduce net overseas migration from almost 300,000 to 225,000 by mid-2028.

The new rules require most temporary visa holders, including international students holding subclass 500 visas, to leave Australia to apply for new visas. This includes restrictions on secondary applicants such as partners and dependent children, though exemptions apply for PhD students and applicants from Pacific and ASEAN countries.

Student Visa Holders Face Visa Expiry and Family Separation

Fatima Bonna, a Master’s student from Bangladesh studying early childhood education at the Ikon Institute in Adelaide, will face visa expiry in September 2027,

four months before her course ends, forcing her to apply for a new visa offshore. “If I had any idea of it, I wouldn’t have changed,” Bonna said, reflecting on her course change that triggered the mismatch.

Wina Satria, an Indonesian PhD candidate at the University of Sydney, cannot add her husband to her student visa due to the new restrictions on adding relatives post-October 1, 2026. She expressed distress over family separation, stating, “The hardest part is seeing my son when he misses his dad a lot.”

Government and Official Responses to Visa Policy Changes

Assistant Minister for International Education Julian Hill emphasized that the government is

“not in the business of separating families already onshore in Australia” and said “sympathetic consideration would be given to visitor visas where required to keep families together while a student completes their stay.”

A Department of Home Affairs spokesperson stated the reforms “strike the right balance” by welcoming genuine students and strengthening the integrity of the student visa program. They highlighted that 50% of student visa subclass 500 applications are processed within 16 days, and 90% within four months. The department reaffirmed that the requirement to apply offshore reinforces the program’s intent to facilitate a temporary stay while encouraging ties

to home countries.

Student Mental Health and Migration Agent Concerns

The offshore application requirement has increased uncertainty and stress among international students. Daniel Martin, a former international student from Colombia who completed his master’s in education in July 2026 and holds a temporary graduate visa, described the situation as “quite tricky right now … the instability, the uncertainty, it’s extremely difficult to navigate.”

Migration agent Gurpreet Dhawan from Melbourne warned, “It’s a huge risk. We will send them offshore to lodge the visa but how long will they have to sit there?” She stressed that students complying with the law before October 1 now face abrupt changes.

“They woke up on 2 October and their life is upside down.”

Visa Uncertainty’s Impact on Enrollment and Policy Context

University leaders report struggles to fill international student quotas due to visa uncertainties, rising visa refusal rates, and polarized political debate on immigration. The Coalition and One Nation’s immigration policies also target international students, intensifying instability ahead of the 2028 election.

The Labor government’s changes respond to concerns about “permanently temporary” migration and “visa hopping” by limiting onshore student transfers and restricting visa renewals to offshore applications. These policies have triggered widespread anxiety among students about their study and work plans in Australia.

Department Emphasizes Program Integrity and Australia’s Education Appeal

The Department of Home Affairs

reinforced that Australia’s quality education system and post-study opportunities maintain the country’s attractiveness to international students. They noted that demand for student visas remains strong despite higher application charges and integrity measures introduced since 2023.

While the changes do not affect the ability of genuine students to study in Australia, the requirement to apply from outside the country is intended to preserve the temporary nature of the student visa program.
