Montenegro will halt visa-free travel for citizens of Russia, Belarus, China, Saudi Arabia, and Türkiye starting November 1, 2026, requiring new visa applications prior to entry.
Government Regulation Implements Visa Requirement
On July 23, 2026, Montenegro’s government adopted a regulation mandating visas for visitors from Russia, China, Türkiye, Belarus and Saudi Arabia beginning November 1, 2026. Current visa-free travel arrangements for these nationals remain valid until October 31, 2026.
EU Accession Alignment and Funding
The Montenegro Ministry of Foreign Affairs confirmed the changes as part of efforts to harmonize visa policies with European Union requirements under Chapter 24, which covers justice, freedom and security, of the EU accession process. These
updates also enable Montenegro to access about €4 million in funding through the EU Growth Plan for the Western Balkans.
Visa Application Processes and VFS Global
Russian nationals can submit visa applications via VFS Global centers authorized in Russia or directly at the Montenegro embassy in Moscow. For affected countries including China, Belarus, Saudi Arabia, and Türkiye, applicants should consult Montenegro’s diplomatic missions to determine visa submission locations. Montenegro is also developing a new Visa Information System compliant with EU standards, with plans for future electronic visa applications.
Exemptions, Entry with Other Visas, and Travel Impact
Travelers holding valid Schengen visas, or valid visas or residence permits issued by the United States, United Kingdom,
or Ireland, may continue to enter Montenegro without a separate visa for stays up to 30 days, subject to the validity of those documents. Montenegro is not part of the Schengen Area; a Montenegrin visa does not provide access to Schengen countries. The visa change is likely to affect travel to Montenegro’s key tourist destinations along the Adriatic coast, notably Budva, Kotor, Tivat and Herceg Novi.
Official Notifications and Diplomatic Confirmation
Montenegro’s Ministry of Foreign Affairs publicly confirmed the termination of visa-free travel agreements with Russia, Belarus, China, Saudi Arabia, and Türkiye. On October 21, 2026, Russian Ambassador to Montenegro, Alexander Lukashik, confirmed that Montenegro
formally notified Moscow of the visa-free agreement’s end.
Tourism Sector and Traveler Considerations
The introduction of visa requirements represents a major shift for Montenegro’s tourism market, especially for visitors from Russia, China, Belarus, Saudi Arabia, and Türkiye who previously entered without advance visa applications. Travelers are advised to factor additional processing time for visas into their travel plans. The changes apply broadly along Montenegro’s Adriatic shore and northern mountainous regions, areas popular with international tourists.
