Delta Air Lines implemented a Midwest Air Quality Advisory for travel between July 16 and 18, affecting airports such as Detroit, Minneapolis-St. Paul, Milwaukee, Green Bay, Grand Rapids, and Madison. Delta customers could rebook at no additional cost for flights up to July 21 within the same cabin class.
American Airlines experienced delays on 42 percent of its flights on July 17, more
than twice its 2026 average of 20 percent. It issued no-cost change waivers covering 29 airports, but the waiver deadline has since passed on July 18. Passengers may still apply any unused ticket value towards future travel within one year from the ticket’s issue date.
The Federal Aviation Administration (FAA) implemented a ground delay program at Philadelphia International Airport, resulting in 365 delays and 12 cancellations on July 16 and over 200 delays on July 17. This program, aimed at managing reduced visibility due to smoke, differs from storm-related rerouting and complicates traffic flow through affected airports.

Service forecasted a third wave of wildfire smoke reentering the Great Lakes and Northeast regions on July 19, impacting cities such as Chicago, Detroit, and New York. On the morning of July 19, Chicago’s Air Quality Index (AQI) reached approximately 153, ranking it as one of the most polluted major cities worldwide.
Previous peaks in the week included PM2.5 concentrations exceeding 600 micrograms per cubic meter in northern Minnesota, far surpassing the EPA’s hazardous AQI threshold of 500. Detroit recorded a hazardous AQI near 600 on July 16, marking a city record exceeding the 465 AQI observed in New York
during Canada’s 2023 wildfire event. Other cities including Milwaukee, Pittsburgh, and Washington D.C. ranked among the worst globally for air quality on July 17.
The EPA advises all individuals to limit outdoor exertion at AQI levels above 150 and recommends avoiding outdoor physical activity entirely when AQI exceeds 200. N95 or KN95 masks are recommended for protection against fine particulate matter, as cloth masks do not filter PM2.5 effectively.
FIFA confirmed that smoke at MetLife Stadium in East Rutherford, New Jersey, did not threaten the World Cup Final on July 20, though smoke patterns were expected to persist.
Political and Trade Reactions
On July
17, President Trump posted on Truth Social that the “incalculable” costs of smoke pollution “must of necessity be added to the TARIFFS Canada is currently paying.” He criticized Canada’s fire management as “Willful Negligence” and announced plans to discuss the issue with Canadian Prime Minister Mark Carney.
The legal feasibility of adding such tariffs is unclear. A February 2026 Supreme Court ruling removed the president’s authority to impose tariffs under the International Emergency Economic Powers Act. The administration is currently using a 10 percent global tariff under Section 122 of the Trade Act, scheduled to expire July 24, 2026. The
alternative Section 301 process requires proof of unjustifiable trade practices, which wildfire smoke does not constitute.
Most Canadian goods covered by the Canada-United States-Mexico Agreement (CUSMA) are exempt from current tariffs. US Trade Representative Jamieson Greer declined to renew CUSMA unchanged as of July 1, bringing additional uncertainty to US-Canada trade relations.
Canadian officials countered Trump’s claims. Prime Minister Mark Carney emphasized climate change as “the responsibility of all countries, including the United States,” highlighting the US’s withdrawal from climate initiatives. Emergency Management Minister Eleanor Olszewski reported that Canada has invested $12 billion since 2020 in forest sustainability and fire
prevention.
Ontario Premier Doug Ford challenged the US to remove softwood lumber tariffs exceeding 45 percent, including an extra 10 percent duty imposed in October 2025, to genuinely support Canadian forest management efforts. Ford referenced Canada’s assistance during California’s wildfires in 2025, stating, “I find it a shame the administration in the US and Congress people are writing these letters and blaming us. They have a very short, short memory.”
Climate and Wildfire Science Context
The wildfires originated during a record-breaking heat wave on July 13, 2026, which raised temperatures by 25.2°F above average in Ontario and Minnesota. Shel Winkley, chief meteorologist at Climate Central,
said, “These temperatures would be virtually impossible to occur on July 13 in Ontario without the influence of climate change.” The extreme heat dried forests and, combined with lightning strikes, ignited the fires, according to Daniel Swain from the California Institute for Water Resources.
The National Interagency Fire Center reported that 5,740 square miles burned in US wildfires during 2026, 31 percent above the 10-year average by mid-July. Canada’s 2026 wildfire season has reached 134 percent of its 10-year average acreage burned as of mid-July, although it has not surpassed the record 2023 season.
The Trump administration has recently moved
to close wildfire smoke research facilities, including the Pacific Wildland Fire Sciences Lab in Seattle. Researcher Ernesto Alvarado criticized this action, emphasizing the loss of integrated scientific knowledge essential to tracking and predicting wildfire smoke impacts.
