In July 2026, the US government announced a policy to reduce visa durations drastically for foreign journalists entering the country, setting the limit at 240 days. Chinese journalists face an even stricter cap of 90 days. This policy will take effect 60 days after its publication in the Federal Register.
End of ‘Duration of Status’ System
The new rule abolishes the previous “duration of status” system, which had allowed foreign journalists to stay in the United States indefinitely, provided they complied with eligibility requirements. This system also applied to foreign students and exchange visitors, enabling extended stays without routine government oversight.
National Security and Immigration Fraud Concerns
DHS Secretary Markwayne Mullin stated
that the outdated “duration of status” system compromised national security and facilitated immigration fraud. He highlighted that for almost fifty years, this lack of fixed visa duration created an environment that immigrant fraudsters exploited. Mullin also noted that indefinite admission of foreign students allowed many to abuse the immigration system by enrolling in courses continuously to avoid departure.
Mullin emphasized that the US is reclaiming its authority to properly screen, vet, and monitor individuals within its borders by introducing clear and finite visa limits.
Advocacy Group Opposition
Press freedom organizations strongly condemned the reduction. Reporters Without Borders expressed outrage at the cut from
five years to eight months, calling the move cruel. The Committee to Protect Journalists described the policy as behavior typical of a backsliding democracy rather than a global leader on free speech.
Though foreign journalist visas can still be extended, the advocacy groups warned that frequent renewal requirements restrict press freedom by pressuring journalists to avoid actions that might jeopardize their visa status.
China’s Response
China’s foreign ministry spokesperson Lin Jian criticized the US decision as discriminatory and urged the US to revoke policies targeting Chinese journalists. Lin warned that China reserves the right to take reciprocal countermeasures in response to the
90-day visa limit imposed on Chinese media representatives.
