Royal Caribbean announced changes to its cancellation penalty schedule for North America sailings effective October 11, 2026. Travel partners were informed via email on September 28, 2026, of the upcoming restructuring aimed at simplifying penalty tiers and sailing length categories.
Revised Sailing Length Categories and Penalty Elimination
The new policy consolidates cruise length categories from the existing 1-4 nights, 5-14 nights, and 15+ nights to three updated tiers: 1-4 nights, 5-9 nights, and 10 or more nights. This adjustment moves cruises lasting between 10 and 14 nights into the highest penalty category, previously reserved for sailings of 15 nights or longer.
Additionally, the 25% cancellation penalty window—previously
applied to 5-14 night cruises canceled 89 to 75 days before embarkation, and 15+ night cruises canceled 119 to 75 days prior—is eliminated entirely. This removal affects all sailing lengths and represents the sole known change to the penalty timeline scheduled for October 11, 2026.
Current Cancellation Penalty Structure
Under the current policy, passengers on 1-4 night cruises pay no cancellation fees if canceling 75 or more days in advance, with fees increasing to 50% for cancellations 74 to 61 days before sailing and 75% for cancellations 60 to 31 days prior. Cancellations made 30 days or less before embarkation receive no refund.
For
longer sailings, the structure previously included the 25% fee window mentioned above, in addition to the same escalating fees as shorter cruises. Beyond the removal of this 25% penalty period, Royal Caribbean has not disclosed adjustments to other time-based tiers or fee percentages.
Third and Fourth Guest Penalties and Automation
Effective October 11, 2026, Royal Caribbean will enforce third and fourth guest cancellation penalties more consistently by discontinuing individual waivers. While the penalties themselves remain unchanged, the cruise line’s system will automatically calculate and apply the correct penalty percentage based on each booking’s status at cancellation time.
Deployment Specific Application and Geographic Scope
New bookings for Alaska, Hawaii, Pacific Coastal, and Transpacific voyages
in the 2028-2029 deployment season made starting September 29, 2026, will immediately follow the updated penalty schedule. The updated policy will expand to all North America deployments—both new and existing—beginning October 11, 2026.
These penalty adjustments currently apply only to North America sailings. Royal Caribbean has not specified if or when similar changes will affect European or other regional cruises, which may maintain different cancellation fee structures.
