Royal Caribbean will implement revisions to its cancellation penalty schedule for North America sailings effective October 11, 2026, according to a notification sent to travel partners on September 28, 2026. The cruise line is adjusting the penalty structure to improve clarity and consistency.
Changes to Sailing Length Categories and Penalty Windows
The current cancellation penalty schedule sorts cruise sailings into three categories based on length: 1-4 nights, 5-14 nights, and 15 nights or longer. Starting October 11, 2026, these categories will be revised to 1-4 nights, 5-9 nights, and 10 nights or more. This change places guests on 10-14 night cruises into the highest penalty tier, a shift
from the previous middle tier classification. Additionally, Royal Caribbean is eliminating the 25% cancellation penalty window for all sailing lengths. Under the prior system, this 25% penalty applied to cancellations made between 89 and 75 days before embarkation for 5-14 night cruises, and between 119 and 75 days before departure for sailings of 15 nights or more.
Current Penalty Timelines and Unchanged Fees
Under the existing policy, sailings lasting 1-4 nights incur no cancellation fee for cancellations made 75 days or more before sailing, excluding nonrefundable deposits. Cancellation fees increase to 50% if canceled between 74 and 61 days before sailing, rise to 75% for cancellations
between 60 and 31 days, and no refund is issued for cancellations 30 days or less before departure. While the 25% penalty tier is being removed, Royal Caribbean has not publicly disclosed adjustments to other cancellation penalty percentages or time frames beyond this change.
Third and Fourth Guest Penalties Enforced Without Waivers
Beginning October 11, 2026, Royal Caribbean will apply cancellation penalties for third and fourth guests more consistently. Although the penalty policy itself remains unchanged, these fees will no longer be waived on an individual basis. The cruise line’s system will automatically calculate and apply the appropriate penalty percentage to the canceled guest’s fare according to the
booking’s penalty status at the time of cancellation.
Early Application to Specific 2028-2029 Deployments
Bookings for new Alaska, Hawaii, Pacific Coastal, and Transpacific sailings scheduled for the 2028-2029 deployment season will fall under the updated cancellation penalty structure starting September 29, 2026. Royal Caribbean has confirmed that all new Alaska, Hawaii, Pacific Coastal, and Transpacific 2028 itineraries released on that date will immediately use the revised penalty framework.
Regional Scope Limited to North America
The cancellation penalty changes announced affect only North America deployments. Royal Caribbean has indicated penalties for itineraries in Europe and other regions may follow different policies, with potential future updates. The October 11, 2026, revisions will apply to
both new and existing North American cruise deployments.
