Portuguese Government Rejects Amendments to Lisboa Circle Line Metro Operation

Portugal Rejects Changes to Lisbon Circle Line Metro Operation

On August 1, 2026, the Portuguese government rejected proposals to modify the Lisboa Metro’s Circle Line operation to preserve through-running from the northern suburbs (Odivelas branch of the Yellow Line) directly to the city centre. The rejected proposal was dismissed due to an additional cost of €10 million it would have added to the project.

The Circle Line project, launched in 2017, involves creating a 1.9 km link between the Yellow Line terminus at Rato and the Green Line terminus at Cais do Sodré, forming a continuous circular route around Lisbon’s western city centre. The project aims to connect inner

sections of the Green and Yellow lines into a circular service.

Following the decision, the Yellow Line segment serving the northern Odivelas branch will be linked with the northwestern stub of the Green Line to Telheiras as a standalone route maintaining Yellow Line branding. Interchange between this standalone Yellow Line route and the Circle Line will be provided at Campo Grande station.

The Circle Line project has faced delays and cost overruns totalling around €380 million since its 2017 launch. Despite these issues, the Circle Line is expected to open in early 2027.
