Immigration New Zealand (INZ) will implement a new hybrid system for selecting Parent Resident Visa expressions of interest (EOIs) starting October 5, 2026. Under the new model, around 90% of EOIs will be selected in the order they were lodged, while the remaining 10% will be drawn through a random ballot. The first selection using this process is scheduled for November 10, 2026.

Parent Resident Visa Cap and EOI Pool

The annual limit for Parent Resident Visas remains fixed at 2,500 visas each financial year. As of August 5, 2026, there were 7,931 valid EOIs waiting in the pool, collectively covering 11,904 individuals. Given these figures and

the capped visa numbers, the queue could take close to five years to clear, assuming no new EOIs join the pool.

Sponsorship Income Thresholds and Requirements

The minimum annual income for a single sponsor to support one parent will increase to $109,200 from April 30, 2026. To sponsor two parents, or for joint sponsors sponsoring one parent, the minimum combined income is set at $145,600. These thresholds have risen significantly over the past six years, reflecting New Zealand’s median wage growth. Sponsors must maintain this level of income throughout the wait period to remain eligible.

EOI Expiry and Renewal Rules

Unlike previous requirements, EOIs submitted after October 5, 2026, will

not expire as long as applicants confirm their intention to remain in the pool every two years. EOIs with expiry dates before October 5, 2026, must be resubmitted to stay in contention. INZ will provide queue position updates to current EOI holders after the transition date.

Visitor Visa Options: Costs and Conditions

New Zealand offers the Parent Boost Visitor Visa allowing multiple entries and stays up to five years, but it requires compulsory health insurance with premiums ranging from approximately NZ$3,900 for ages 50–59 to over NZ$14,000 for seniors aged 80 and above. Visa application fees are NZ$3,100. The cheaper Parent and Grandparent Visitor Visa costs

NZ$441, permitting stays of six months at a time, limited to a total of 18 months over three years.

Challenges for Applicants and Sponsors

Applicants face significant challenges maintaining eligibility throughout the long waiting times. Health assessments occur when EOIs are invited to apply, not at submission, meaning changes in applicants’ health can affect their qualification. Similarly, sponsors’ incomes must meet or exceed thresholds at the time the parents’ EOIs are selected. Those who do not maintain income levels or whose parents develop health issues risk disqualification despite earlier eligibility.
