Tourist arrivals in Cyprus decreased by 5.6% in the first nine months of 2026 compared to the same period in 2025, after a sharp decline early in the year. However, arrivals during this period were 4.1% higher than in 2024 and 8.5% above those in 2023. Tourism revenue declined by 7% in the first seven months of 2026 compared with 2025 but remained above 2024 and 2023 levels by 9.2% and 13.8%, respectively. September 2026 marked the highest recorded arrivals for that month.

Cyprus Tourism Budget Prioritizes Promotion and Product Development

Deputy Minister of Tourism Kostas Koumis presented a proposed budget of €59.4 million for 2027 to the

House finance committee on October 23, 2026. The plan allocates approximately 62% of the funds to destination promotion and the enrichment of tourism products, including promotional activities and participation in tourism fairs, aiming to support sector recovery.

Early 2026 Tourism Disruptions and Government Response

Cyprus tourism faced a critical period in early 2026 with tens of thousands of booking cancellations and freezes reported in March and April. This resulted in a 17.9% annual decline in tourist arrivals over the first four months of the year. The government introduced measures to mitigate the impact of these disruptions on the tourism sector.

Official Statements on Crisis and Recovery

Deputy Minister Kostas Koumis described 2026 as

an unprecedented crisis year for Cyprus tourism driven by external factors. He noted the sector’s exposure to such developments and stressed that success in tourism cannot be assumed. Koumis said the recovery phase is underway as arrivals improved following the initial downturn. He added that if revenue trends for the remainder of 2026 mirror patterns in 2025, the overall annual decline in tourism revenue would be limited to 3-4%, a satisfactory outcome under the circumstances.

Government Strategy to Stabilize and Grow Tourism

The Cyprus Ministry of Tourism intends to focus its 2027 budget on marketing initiatives and enhancing the tourism product. By investing heavily in promotion and

development, the government seeks to consolidate the recovery observed in late 2026 and ensure that tourism continues to benefit the country’s economy, businesses, and local communities.
