Bangkok’s Airport Rail Link, operating since August 2010, serves approximately 60,000 to 75,000 passengers daily between central Bangkok, north of Siam Square, and Suvarnabhumi Airport.
The Asia Era One consortium, which includes Thailand’s CP Group, took over operation of the Airport Rail Link as part of a public-private partnership (PPP) to construct a high-speed railway connecting Don Mueang, Suvarnabhumi, and U-Tapao airports. After more than ten years of delays and disputes in the wider infrastructure project, Asia Era One is seeking to terminate both the high-speed railway contract and the Airport Rail Link operating agreement.
Asia Era One has agreed
to a temporary extension to operate the Airport Rail Link for four months starting October 1, but only under specific conditions. The consortium demands THB60 million ($1.9 million) monthly payment for this transitional operation, protection of legal rights under the wider PPP, and the option to terminate the temporary arrangement if certain legal actions are initiated by the State Railway of Thailand (SRT).
The SRT is preparing alternative plans, including a possible takeover of Airport Rail Link operations through its Electrified Train subsidiary. This potential transition faces challenges including staffing constraints, maintenance difficulties, and financial burdens. The Airport Rail Link
reportedly incurs monthly losses of about THB30 million ($920,000), compounded by maintenance issues reducing the number of operational trains and decreasing service frequency.
The problems stem from a broader failed infrastructure initiative to link Bangkok’s three airports by high-speed rail. Political shifts, postponed decisions, and complex intertwined contracts have contributed to the ongoing delays and disputes affecting the project.
Travelers using the Airport Rail Link have experienced reduced service frequency due to recent maintenance problems that have limited train availability.
Government officials are working to resolve contract disputes before the September 30 deadline, ensuring continuous Airport Rail Link service. The
government has reiterated its commitment to keep the service operational despite pending operational and contractual uncertainties.
The future operator of the Airport Rail Link beyond the four-month transitional period remains undetermined. The ambitious plan to connect Don Mueang, Suvarnabhumi, and U-Tapao airports with high-speed rail continues to face significant obstacles more than a decade after its inception.
