New Cruise Terminal Construction Starts at Naha Port, Okinawa

Construction of a new cruise terminal at Naha Port in Okinawa, Japan, officially began on October 5, 2026. The project is led by Cruise Port Naha G.K., a joint venture between CTL Maritime and RCL Cruises Ltd., which represent MSC Cruises and Royal Caribbean Group, respectively.

The terminal development follows the Cruise Hub Formation Agreement finalized with Naha Port Authority in August 2026. Cruise Port Naha G.K. will manage the terminal, targeting completion and operational launch by March 2028. The terminal will enhance guest experience and operational efficiency while accommodating some of the most advanced cruise ships in the world,

supporting increased passenger capacity.

Official statements on strategic investment

Jason Liberty, chairman and CEO of Royal Caribbean Group, stated, “For Royal Caribbean Group, Japan is one of the most important cruise markets in Asia – not only as a destination, but as a long-term partner in our global business. We do not simply bring guests here, we also invest here and with Naha Okinawa, we are investing in infrastructure that will benefit the local community for years to come.” He emphasized collaboration and responsible innovation as key to the cruising future in Japan.

Pierfrancesco Vago, Executive Chairman of MSC Group, Cruises Division, said, “Okinawa is

uniquely positioned at the crossroads of some of Asia’s most exciting cruise destinations, and we see real potential for its future. This project forms part of our long-term vision to expand our presence in the region and create new opportunities for guests of MSC Cruises and Explora Journeys to enjoy Asia year-round. As we continue to develop our itineraries and invest in infrastructure, we are making cruising more accessible for both international and Asian travellers while strengthening connections across the region.” He added, “Together, we are investing not only in a port, but in the future growth of cruise tourism

in Okinawa and across Asia.”

Background on port designation and collaboration

Naha Port was designated an International Cruise Ship Hub Formation Port by Japan’s Ministry of Land, Infrastructure, Transport and Tourism in 2019. This designation highlights its strategic role in East Asia cruise itineraries. The terminal project is a public-private collaboration between Naha Port Authority and Cruise Port Naha G.K., following this designation.

The groundbreaking ceremony featured a traditional Japanese ritual attended by Okinawa Governor Genta Koja, officials from Japan’s Cabinet Office, representatives from Naha Port Authority, Cruise Port Naha G.K., MSC Cruises, and Royal Caribbean Group.

Enhancements to cruise infrastructure and passenger experience

The new terminal will provide modern, purpose-built facilities designed

specifically for cruise guests. It will support operational efficiency improvements and strengthen Naha Port’s status as a year-round gateway for cruise travel in Japan and the East Asia region. The port’s strategic location enables convenient access for cruise itineraries throughout East Asia, enhancing regional connectivity.
