The FAA cited runway and taxiway construction as causes for the ground delay. The delays are additionally
exacerbated by lingering weather effects from a nor’easter that brought between 3 and more than 7 inches of rain to southern New England, with another inch expected Monday evening.

Massport spokesperson Jennifer Mehigan explained that strong winds on Monday prevented use of the runway that is closed for construction. Instead, air traffic controllers are using other runways but cannot move airplanes as efficiently, contributing to delays and cancellations.
