Eagle Hills Secures $12 Billion Deal for Luxury Tourism Hub Including Maldives

Eagle Hills finalized a $12 billion agreement to develop a luxury island tourism hub spanning the Maldives and three African countries. The project covers integrated tourism, residential, and commercial components, including hotels, resorts, branded residences, a marina, retail outlets, restaurants, entertainment venues, wellness, education, and healthcare facilities.

In Africa, Eagle Hills operates several established developments. In Egypt, the company is constructing Marassi Red Sea, a 2,426-acre coastal destination near Hurghada featuring residences and luxury hotels. Its La Gare project in Addis Ababa, Ethiopia, combines residential, commercial, hospitality, retail, and leisure facilities. In Morocco, Eagle Hills’ portfolio includes the Tanja Waterfront

residential and hospitality development in Tangier, and the St. Regis La Bahia Blanca and Fairmont La Marina Rabat hospitality assets.

The Maldives tourism sector reached record highs in 2025, hosting 2.25 million tourists—an increase of 9.8% from 2024 and 32% above pre-pandemic 2019 levels, according to Maldives Monetary Authority data. Tourism receipts surged 15.8% year-on-year to over $5.4 billion, as reported by Visit Maldives.

The Maldives project will be constructed on reclaimed land in the Ras Malé area without further dredging by Eagle Hills. Independent marine monitoring will oversee construction activities. The Maldivian government characterizes this undertaking as the largest

investment program in the nation’s history, projecting it will inject billions of dollars of foreign investment into the economy without relying on government borrowing. The development aims to diversify the Maldives’ economy beyond tourism by integrating hospitality with year-round residential and commercial activities.

Eagle Hills is an Abu Dhabi-based private real estate investment and development firm specializing in large-scale mixed-use projects across Africa, the Middle East, and Europe. The Maldives project notably surpasses many of its individual developments in scale and investment.
