South Africa Prioritizes Tourism in Government’s Phase Three Economic Growth Partnership

On August 21, 2026, South African President Cyril Ramaphosa launched Phase Three of the Government-Business Partnership, formally incorporating tourism as a key sector targeted to raise the nation’s economic growth above 3%. Tourism Minister Patricia de Lille welcomed the move, highlighting its role in driving inclusive economic development, increasing employment, and restoring confidence in the economy.

Key Tourism Priorities Identified

The government spotlighted improved air access, accelerated and modernized visa processing, enhanced destination marketing, boosted tourist safety, and expanded investment in tourism infrastructure as priority areas to address. These focal points seek to remove barriers to tourism growth and increase the sector’s capacity to

attract foreign investment and generate jobs on a wide scale.

Alignment with Tourism Growth Partnership Plan

These priorities build on the Cabinet-approved Tourism Growth Partnership Plan (TGPP), which concentrates on five main objectives: simplifying access to South Africa, coordinated destination marketing efforts, maintaining safety and security, developing tourism products, and creating jobs. The TGPP had earlier identified challenges limiting tourism expansion and proposed relevant interventions.

Tourism’s Economic Impact in 2024

According to Statistics South Africa’s Tourism Satellite Account, the tourism sector directly supported 954,000 jobs and contributed 4.9% to the country’s gross domestic product in 2024. Tourism’s economic share exceeded that of agriculture, utilities, and construction, underscoring its significance within South

Africa’s economy.

Governance and Progress Tracking

The TGPP established a Project Management Office and an implementation dashboard to monitor progress against sector-wide macroeconomic targets and ensure accountability across multiple workstreams. These governance mechanisms aim to accelerate delivery on the sector’s growth agenda under the government-business partnership framework.

Official Statements on Tourism Policy and Coordination

Minister Patricia de Lille stated the Department of Tourism will work closely with the Presidency, other government bodies, and the private sector to convert the Phase Three tourism priorities into measurable outcomes. She said, “Operation Vulindlela now gives us an opportunity to bring greater momentum, coordination and accountability to this work as we continue to demonstrate that

tourism policy is economic policy.” This reflects the broader shift in focus from economic stabilization to active growth stimulation within South Africa.
