Curaçao’s tourism accommodation capacity has increased by 81 percent since 2019, while stayover visitor arrivals rose by approximately 50 percent between 2019 and 2024, according to a study commissioned by the Curaçao Tourist Board and the Ministry of Economic Development.

The rapid expansion of tourism is exerting increased pressure on the island’s housing availability, road infrastructure, and public services. The growth in visitors has intensified demand for resources, which has affected daily life in Curaçao’s urban areas, including Willemstad, the island’s capital.
Labor Market Shortages and Foreign Workforce Dependence
The local labor market in Curaçao cannot fully satisfy the rising demand for workers in tourism-related businesses. This
shortfall has led to a greater reliance on foreign labor, which in turn contributes to additional demand for housing to accommodate the growing workforce.
Resident Challenges: Traffic Congestion and Housing Costs
Residents of Curaçao are experiencing worsening traffic congestion and higher housing costs amid these trends. Increased tourism activity has contributed to these conditions, impacting quality of life and access to affordable living spaces.
A related issue is that an estimated 58 percent of tourist expenditures leak out of the local economy through imports, foreign ownership, and international supply chains. This leakage reduces the net positive economic impact of tourism growth for Curaçao.
The Tourism Carrying Capacity
Study warns that the growth in infrastructure and community pressures is outpacing the local economic benefits generated by tourism development. The report advises that addressing this imbalance is critical for sustainable growth.
Recommendations include crafting a national workforce strategy focused on training and employing local residents within the tourism sector, strengthening local supply chains, and realigning government investment incentives to ensure tourism development provides tangible benefits to Curaçao.
