New Zealand will implement changes to its Pathway Student Visa (PSV) program effective July 20, 2026, enabling international students to change academic disciplines without needing to apply for a new visa.
Expanded Study Pathways and English Language Study
The revised PSV will cover study pathways leading to or moving between New Zealand Qualifications and Credentials Framework (NZQCF) Levels 1 to 4, including English language courses, foundation programmes, and vocational certificate courses. Eligible first-time PSV holders moving through NZQCF Levels 1 to 8 can now study English for up to 30 weeks, up from the previous 20 weeks.
Policy Background and Government Objectives
Immigration New Zealand designed the Pathway Student Visa for students
with clearly defined study plans. The existing PSV required visa holders to specify both qualification type and discipline, meaning changes in study fields necessitated new visa applications. The upcoming reforms aim to address evolving student academic plans by allowing more flexibility and simplifying visa conditions, part of the government’s International Education Going for Growth initiative to strengthen New Zealand’s attractiveness as an international education destination.
Impact on International Students
The PSV changes will allow students to switch disciplines within the same education provider, such as moving from a Bachelor of Science to a Bachelor of Arts at University X, without submitting a fresh visa
application, subject to education provider approval. This adjustment reduces time and financial costs associated with changing study plans and eases transitions between secondary and tertiary education stages.
Official Statements and Visa Requirements
Immigration New Zealand confirmed that all applicants must continue to meet existing PSV requirements, including health and character checks and proving genuine student status. The agency emphasized that the changes will streamline visa settings and enhance New Zealand’s competitive position in international education.
